Sarah Parker is a weather consultant with a rare talent: she can control the wind and use it to alter the weather. As she begins to explore her newfound powers, she frightens her clients and inadvertently breaks an "entrapment" that transformed dozens of other Wind Lords into seagulls forty years earlier.

Among those released is Gregor Vane, a powerful Wind Lord, who tries to recruit Sarah to help him protect the Wind Lords' hidden island sanctuary from rising sea levels. As a wind and weather expert, Sarah realizes Gregor's scheme has the potential to slow climate change or cause a climate disaster.

When she refuses to help him, Gregor kidnaps Sarah's daughter, Lainey, who inherited Sarah's ability, and imprisons her on the mysterious island. Sarah must figure out how she should—and shouldn't—use her talent to try to stop Gregor and recover Lainey.
